Fred also said that the best software engineering model is the "surgeon model". However, people's egos make it very difficult to implement. BTW, Fred is the legendary IBM 360/370 creator. Before his work, programs have to be rewritten for every new hardware. (You can imagine how old he is, right?) And, he built the first (or, one of the first) computer science department in USA from scratch. Fred also said that "computer science" is not science. He regretted that he used that name. FYI:
